Turn signals are supposed to be intermittent! Perhaps there is a short circuit somewhere, check the wiring. Take a look to the wires that run to the bumper and side repeaters, just guessing. Or the loom that runs the bottom of the car to the rear lights. The flasher relay doubles the rate whenever the current drawn is off the values it is supposed.
