Sadly, there is only so much energy that can be harvested from a gas/air mixture and technology has just about reached that with any kind of internal combustion engine. I assume you are talking about a static tire balancing machine rather than a dynamic powered one. The problem with the static machine is that it does not know where the imbalances are just the sum of them which would be 180 deg opposite the 0/0 place.
