I would opt for the simple solution first...check/swap the relay. This is free and costs nothing...tracking down something sinister always costs money and angusish.

There is a new movie out about TWA 800 that might lead to a different conclusion. Gasoline vapor is heavier than air and the tank is full of gasoline vapor that is not a flammable mixture. Jet fuel is not very volatile so the tanks are vented with fresh air to a level below the flammabilty point.

I think that repair shops would do something like a dynaflux test to find any cracks. It doesn't involve pressurization. If you have access to the penetrants and dyes; you could do the test yourself. Google 'dynaflux crack check' for details.

If it turns out the head is cracked; the only real solution is to replace it.
Welding cast aluminum is tricky at best but nearly impossible to do successfully in the convoluted shapes and recesses in the head
Finding a good donor at the wreckers shouldn't be a big problem but finding a good one may prove a little more difficult. A good rebuilder can analyze the head for cracks bef

Unless the engine has been left to sit for lengthy periods; water in the oil won't hurt anything. It's when it's left too long and the bare metal becomes exposed to air that rust can form.
Water(oxydation aside) is an excellent lubricant!
Also; if the crank case oil doesn't look like milk; you have got at it before any real damage can have occured
