Thanks to everyone for all the encouragement and moral support for getting this new site set up. We are now hosted by a commercial service that has a good record, so we should do pretty well with reliability. Of course, this reliability doesn't come free. We are charged approximately US$100/year to host this site, which your admin pays for out of his pocket.
